licensecheck: add all versions of Creative Commons licenses

This helps in particular with CC-BY-3.0, mentioned by
some copies of github.com/google/go-github,
which was instead showing up as 86% CC-BY-SA-3.0.

Unfortunately, adding these licenses cuts the recognition
speed by 24% (6 MB/s -> 4.6 MB/s), paid for in full (and then some)
by the optimization in the previous commit.
