🎯 What: pr_auto_rebase.py 의 process_queue 함수를 리팩터링하여 1단계 더 안쪽으로 들여쓰기된 루프 로직을 evaluate_candidate라는 새로운 함수로 추출했습니다.
💡 Why: process_queue 가 너무 길고 중첩된 분기(skip, limit reach, would_rebase, exception handling)로 복잡해서 가독성과 유지보수성이 떨어졌습니다. 독립적인 evaluate_candidate 로 분리하여 한 PR에 대한 평가와 큐잉 로직을 분리해 가독성을 높였습니다.
✅ Verification: 테스트 스위트, 커버리지 검증 및 docstring 검증 도구(interrogate)를 사용하여 기존 기능이 정상 동작하고 커버리지 및 문서화(100%) 기준이 충족됨을 확인했습니다.
✨ Result: 코드베이스의 유지보수성이 개선되고 기능의 단일 책임 원칙이 강화되었습니다.

RCA/feasibility: closing unmerged as a duplicate of the same non-defect refactor family (#863/#850). All three move the identical process_queue candidate logic into a helper while preserving current semantics; none supplies a current failure, operational bottleneck, or buyer/control-plane acceptance gain. Keeping parallel variants multiplies CI/review/approval work and guarantees conflict for one stylistic choice. Revisit only if a concrete auto-rebase defect or measured hotspot justifies one test-first change.
