@tkf and @jw3126 the idea with this package is a stop-gap using Requires.jl until we have first-class conditional code loading to do this in a cleaner way.

It's less reliable than inheriting from ConstructionBase in the target packages, but easier to get registered.

I would like to register this fairly soon, not having StaticArrays.jl compat available in a package is blocking using StaticArrays reliably in upstream packages. Let me know if you have any thoughts or objections.
