Adds mantis create batch for sequential CSV map uploads into an existing Space. An atomic local checkpoint skips confirmed submissions on rerun and halts for manual reconciliation after uncertain outcomes, preventing automatic duplicate uploads. Fixes CLI Space creation to send the backend visibility field: private by default, unlisted by explicit option, and a clear refusal for unsupported public creation. Clarifies that the current CLI header reader supports CSV, not XLSX. Validation: npm test passed (24 tests on current main). No backend contract change; this reuses the existing Space and map APIs.
