feat(ci/cd): scan the published packages daily for vulnerabilities - #58

lf-scan.yml runs build/scan-vulnerabilities.sh, which extracts the newest release and testing build of every package and scans it with grype for fixable vulnerabilities in what it bundles. One issue per affected build, labelled `vulnerability`, closed once the build is clean or replaced. Nothing is rebuilt automatically, since a Monitoring Plugins build needs a manual SignPath approval.
