chore: Remove the early hand-assmbled snap packing from deploy/snap #1611

Description

@zyga

Problem Statement

This is the older packaging that was created before snapcraft.yaml existed. It is currently out of date and instead of maintaining it, we should just remove it.

Proposed Design

Remove it and just use the snapcraft.yaml based build instead.

    Closing as completed by #1648. The hand-assembled snap packaging path under deploy/snap was removed in favor of the current prebuilt-artifact packaging flow, which is the cleanup requested here.
