chore(testing): branch checks should only test what has changed #1684

Description
Investigate how OpenShell branch checks can avoid running tests that are unrelated to a change. The goal is to reduce CI time and resource use by running tests that are relevant to the code paths being changed.
This issue tracks the need for more efficient testing. The selection mechanism and implementation details remain to be determined.
