Describe the bug

It would make sense to have BUILD_MONAI=1 instructions for windows users in the documentation. The current commands given, i.e. BUILD_MONAI=1 pip install git+https://github.com/Project-MONAI/MONAI#egg=monai do not work out of the box for Windows users.

To Reproduce
Run BUILD_MONAI=1 pip install git+https://github.com/Project-MONAI/MONAI#egg=monai in Windows using CMD or Powershell

Expected behavior
It should install/

Environment
Any windows 11 machine

    Hi @masadcv

    I tried following commands in the Windows 11 machine with the Anaconda environment.

    set BUILD_MONAI=1
git clone https://github.com/Project-MONAI/MONAI
cd MONAI
python setup.py install

    There are NO errors happened, so maybe you can try to use this method.

    ...
Using c:\users\user\appdata\roaming\python\python39\site-packages
Finished processing dependencies for monai==1.3.1rc1+2.g2d463a7d

    Or maybe you can try to install in a Linux system(Ubuntu 18.04)

    set BUILD_MONAI=1
pip install --no-build-isolation git+https://github.com/Project-MONAI/MONAI#egg=monai

    It works for me.
