fix(router-core): compare SSR redirect hrefs in the same search encoding - #8848
getNormalizedURL rewrites the request query through URLSearchParams (, becomes %2C, %20 becomes +). loadServerRoute then compared that href with the canonical publicHref as raw strings. A serializer that writes tags=1,2 never matched, so SSR answered 307 to the same URL forever.
Both hrefs now go through the same search normalization (normalizeHrefSearchEncoding in utils.ts) before the comparison. getNormalizedURL uses the same helper. A real canonical difference still redirects once and then converges.
Narrower than #8452, which has not moved since Oct 13 and conflicts with main. This does not change what parseSearch receives.
Tests: new issue-8777-ssr-comma-search-redirect-loop.test.ts (with and without rewrite, , and %20, redirect-then-converge) and two createStartHandler cases. 7 of 8 router-core cases fail without the fix. Also checked with curl against e2e/react-start/basic plus a comma serializer: 307 loop before, 200 after. router-core, start-server-core and react-router unit suites, eslint and tsc pass.
AI disclosure: written with Claude Code (AI assistant) under my review; I ran and read the tests and the diff.

Walkthrough
SSR URL construction and canonical href comparison now normalize search encodings. Regression tests cover comma-serialized query arrays with and without rewrite settings.
New utilities normalize search strings and href query portions. getNormalizedURL uses the search-string utility when building a normalized URL.
Compare canonical hrefs and test redirects packages/router-core/src/load-server.ts, packages/router-core/tests/issue-8777-ssr-comma-search-redirect-loop.test.ts, packages/start-server-core/tests/createStartHandler.test.ts, .changeset/quiet-commas-agree.md
loadServerRoute compares hrefs after normalizing search encodings. Regression tests cover comma-delimited values, rewrite settings, and default search values. A patch changeset records the fix.
No merge-blocking risk was identified in the redirect normalization change.

Explanation
Directly linked issue #8777 is open and active. Its coding requirements are: (1) SSR for a comma-serialized search such as /test?tags=1,2 must converge and must not redirect to the identical public URL forever; (2) equivalent encodings such as , and %2C must not cause a canonicalization redirect. The whole-PR diff (merge base to head) meets both requirements. In packages/router-core/src/load-server.ts, loadServerRoute now compares normalizeHrefSearchEncoding(next.publicHref) with normalizeHrefSearchEncoding(canonical.publicHref) instead of the raw strings. In packages/router-core/src/utils.ts, the new helper normalizeSearchEncoding serializes the query through URLSearchParams, and normalizeHrefSearchEncoding applies it only to the query before #. Because both sides use the same form, ,, %2C, %20, and + no longer cause a mismatch. A real canonical difference still redirects once, using the unnormalized canonical.publicHref. The next request then matches and returns 200. The rewrite case uses the same comparison, because publicHref is produced after rewrite. Automated tests are in packages/router-core/tests/issue-8777-ssr-comma-search-redirect-loop.test.ts (with and without rewrite, comma and %20, redirect-then-converge) and two createStartHandler cases in packages/start-server-core/tests/createStartHandler.test.ts. I did not execute these tests. This verdict relies on the diff and the test descriptions in the PR summary. The issue's comma-splitting workaround is not a requirement, so it does not apply.
Full details: Out of Scope Changes check
Explanation
Every changed file connects to the #8777 fix. load-server.ts contains the comparison change. utils.ts adds the two helpers that the comparison and getNormalizedURL use. ssr/ssr-server.ts replaces the inline URLSearchParams rebuild in getNormalizedURL with normalizeSearchEncoding. The output for the same input is unchanged: an empty query yields no ?, and a non-empty query yields ? plus the serialized parameters. The changeset .changeset/quiet-commas-agree.md declares the published @tanstack/router-core patch. The two test files cover the issue behavior. No unrelated change appears in the whole-PR diff. One behavioral note: the comparison now treats encoding-only differences as equal for all custom parsers. This is the requested behavior in #8777. It does not change what parseSearch receives.

Explanation
Docstring coverage is 40.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 5 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Add a non-identity rewrite case for SSR comma-search convergence.
The rewrite=true cases use identity input and output rewrites. Internal and public hrefs are therefore identical, so they cannot detect a comparison between an internal href and a public href. The issue names the rewrite option as part of the failing scope. Add one case where the public path differs from the internal route path. It covers the comma-search redirect and convergence in that configuration.
