  • Only one repository lints its workflows today, and copying that setup into every repository lets them drift apart
  • A workflow that does not parse runs no jobs and reports no checks, so a broken file looks green
  • actionlint silently skips shell checks when shellcheck is missing, so a bare self-hosted runner would quietly disagree with one that has it preinstalled

One repository already lints its workflows this way; shipping the
same check as a versioned action lets every other repository inherit
it instead of re-implementing it and drifting.

PR Summary

Low Risk
CI and reusable-action tooling only; no runtime product or auth/data-path changes, with supply-chain mitigations via checksum verification on downloaded binaries.

Overview
Adds a new actions/actionlint composite action that downloads and SHA256-verifies actionlint (default v1.7.12) and optionally shellcheck (pinned v0.11.0), registers a vendored problem matcher for inline PR annotations, and runs actionlint over the caller’s workspace with configurable version, config, and newline-separated args.

Introduces .github/workflows/workflow-lint.yml as a dedicated workflow (not folded into ci.yml) so workflow YAML parse failures in other files still surface as a failing check; this repo dogfoods the new action via ./actions/actionlint.

Registers the package in release-please (actions/actionlint @ 0.0.1).

179-183: Remove the matcher registration problem with -color.

The matcher regex tolerates ANSI codes, so -color works. The matcher is registered before the run step and stays active for the rest of the job. This is the intended behavior. No change is needed.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Fail explicitly when the shellcheck checksum is empty.

The want variable is empty if ASSET has no matching row. The step then reports a mismatch with an empty expected value. The platform step restricts ASSET to known values, so the risk is low. An explicit check gives a clearer error and matches the actionlint step.

Proposed fix
         want=$(echo "$checksums" | awk -v a="$ASSET" '$1==a{print $2}')
+        if [ -z "$want" ]; then
+          echo "::error::No pinned checksum for shellcheck ${ASSET}" >&2
+          exit 1
+        fi
         got=$(sha256_of "$archive_path")

83-83: Keep ./actions/actionlint.

The zizmor self-repository hint suggests $/.... The $/ syntax is not needed here. The existing runner job uses the same local-path form for ./actions/runs-on-selector. Keep this consistent with that job.
