[Bug]: executor pair fails when the local server is already running #2178

What happened

On Windows with Executor 2.0.0-beta.8, I started the local server on its default port (4312) and then ran executor pair. The command failed with:

Executor could not start. Check the configured keys and whether the port is already in use.

The docs describe executor pair as printing a connection link for the running server, so I expected it to use the server that was already listening.

Steps to reproduce

  1. Start the local V2 server and wait for it to listen on port 4312.
  2. In another terminal, run executor pair.

Expected

Print a pairing link for the running server, or explain how to target it.
