Towards #3738.
Move the in-memory MockVWS lifecycle, running-instance state and recognition-count controls into
vws_mock_test_backends.in_memory_backend. The adapter-selection plugin delegates to that module while preserving fixture names, backend parametrization, setup/cleanup behavior and the existing running-instance import.Validation: 503 existing tests passed with 243 backend skips; the installed-wheel consumer passed. AST comparison preserves the extracted setup/control definitions. Full pre-commit and pre-push checks and Pylint passed.
