Link to spec on AboutCode.org is wrong

points to:
https://github.com/nexB/aboutcode-toolkit/blob/develop/SPECIFICATION.rst

Which is dead. It should point to the right file as well as mention the right version (it mentions 3.1.4, which has been some time ago)'
