Update About Files' specification link

The current page: https://www.aboutcode.org/projects/aboutcode-toolkit.html has the SPECIFICATION points to https://github.com/nexB/aboutcode-toolkit/blob/develop/SPECIFICATION.rst , but we now have the RTD link which I believe we should use https://aboutcode-toolkit.readthedocs.io/en/latest/specificaltion.html instead.
