Do not index or match on empty sha1 values

1. Do not index blank checksums when indexing
2. In matching pipeline, do not perform checksum matching on empty files or directories
3. In matchcode API, do not attempt to search for empty checksum when queried
4. In the matchcode-toolkit api, do not allow for checking empty checksums
