New license: OCVSAL

There seems to be (yet another) new license out there:

Clearly a non free software/open source license.

• Using the software in production requires a valid commercial agreement (subscription or contract) with the license holder
• The license holder retains rights to all modifications, reducing legal complexity around contributions.

Texts from the License text section

• Using software and associated documentation files (the "Software") in production requires a valid commercial agreement from the copyright holder.
• The licensor grants you the right to modify the Software, test it, and share modifications to the Software, for non-production use.
• If you provide suggestions, contributions, or other feedback about the Software, you grant the licensor an irrevocable, royalty-free, unlimited license to use that feedback without restriction.

@hesa this new license is already being addressed in this issue: aboutcode-org/scancode-toolkit#4758

Please note that it is best to request new licenses in the scancode-toolkit repo where there is also an issue template for that purpose. Our process involves defining the source files for both licenses and corresponding detection rules in scancode-toolkit after which an automatic process adds them to the LicenseDB. You should see a new entry for LicenseRef-scancode-ocvsal-1.0 soon.
