Adds model prediction and safe rule integration on top of #2.

  • Loads validated local models or revision-pinned Hugging Face models.
  • Selects eligible ScanCode rules and validates predicted phrases with ScanCode APIs.
  • Rejects ambiguous repeated text and conflicting phrases.
  • Prepares complete rule updates before mutation and writes each changed rule atomically.
  • Adds the installed add-model-required-phrases command.

This replaces the earlier implementation explored in ScanCode Toolkit PR #5262.
