Scancode does not work in paths with spaces

Description

The issue #1530 is not resolved. After configuration bin/scancode starts with #!"/path/with spaces/to/scancode/bin/python2.7" and when run gives the error -bash: /path/with spaces/to/scancode/bin/scancode: "/path/with": bad interpreter: No such file or directory

@Vibhu-Agarwal you had kindly provided a fix for #1530 ... do you think you can have a look into this? that would be great 🙇

On a side note, we are getting a bunch of new CI machines with azure pipelines #1577 and that will likely include a macOS 10.14

I'm not actually sure it is possible, see conda/conda#186
Configure could set the shebang to just #!python2.7 which seems to work if /bin is the current directory, or #!bin/python2.7 if the root scancode script changed the current directory to its path.
