Improve/rework the consolidate/summary scan options

Description

Consolidated results could be improved and made better.
For instance scanning the URL listed in this file download.txt ended up with this scan
scancode_result_pypi_csb.json.txt with over 500 consolidated packages and components when I would expect something like 23 packages

In another example using the same archive as in #2254 https://www.apache.org/dyn/closer.cgi?path=/kafka/2.6.0/kafka-2.6.0-src.tgz @DennisClark reported that :

Using scancode-toolkit-3.2.1rc2 I scanned kafka-2.6.0.tar.gz after unarchiving it. The scan completed successfully. I reviewed my output file kafka-2.6.0-scan.json [...] One of the packages created has a Package URL = pkg:maven/%24%7BgroupId%7D/%24%7BartifactId%7D@%24%7Bversion%7D and a Download URL = https://repo1.maven.org/maven2/${groupId}/${artifactId}/${version}/${artifactId}-${version}.jar and a

The other consolidated packages and components are either ugly or incorrect.

We have updated the summary plugin in #2842 and merged in #2914. The consolidate option will be deprecated in the future. Whenever the consolidate option is used, a deprecation warning is shown in the terminal and in the scan warnings in the scan headers.
