Should package assembly be aware of the fact that it is processing Resources from an extracted Package archive? #3066

What I mean by the title is that in the case where we are scanning a package archive, we tend to extract it first using extractcode and then we call scancode on the directory where the contents was extracted to. In that scan, we would find that extracted package archive contents are all part of the package (from the package assembly step), but the archive where those package archive resources were extracted from would not be tagged as part of the package, when it should be.

Should we update the assemble() methods of the different DatafileHandlers to be aware of the fact that the Resources its processing have been extracted with extractcode and that we should find the archive Resource that the Resources were extracted from?
