SCTK: Bug in nuget license detection

In this nuget, https://www.nuget.org/api/v2/package/Fizzler/1.3.0 <license type="file">COPYING.txt</license> is not detected correctly.
Note also the <licenseUrl>https://aka.ms/deprecateLicenseUrl</licenseUrl> that should be excluded
