Run git-sizer on this repo to avoid size issues

We are facing size issue at PyPI with these issues:

• Project Limit Request: scancode-toolkit - 20 GB pypi/support#3027
• File Limit Request: scancode-toolkit - 150 MB pypi/support#2926
• File Limit Request: scancode-toolkit-mini - 150 MB pypi/support#2961

To avoid Git repo size issue we should also look into running https://github.com/github/git-sizer proactively.
