Add Japanese translations of common FOSS licenses as detection rules

https://licenses.opensource.jp/ and https://github.com/opensource-jp/licenses has awesome translations of common FOSS licenses from English to Japanese by @shujisado
The license of these translations is CC-BY-4.0, same as our license's license. 👍

It would be great to add these as ScanCode detection rules so we can detect these.
