Add GitHub Actions CI for Apple M1

Earlier some folks faced issues while installing SCTK on M1, as reported in the following issues:

• Scancode installation via PIP fails with extractcode error #3626
• ERROR: Cannot install extractcode[full]==31.0.0 because these package versions have conflicting dependencies. #3304
• Many scancode dependencies are broken for Mac M1 #3205
• (Installation) Mac M1. python3.8 > Error : Building wheel for intbitset (setup.py) ... error #3169
• Scancode is not filling the "packages" - attribute in the scanresult when a folder is existent, that in order, is before node_modules #3168
• scancode installed via pip command not working on Mac M1 #3166
• codescan do not install on M1 Macs and Windows WSL #2470

For better supporting the M1 we should run CI for M1 using Github Action.
