Support arm64/aarch64

Related to #3141 and #3301, it would be nice to get scancode running on Linux arm64. This would allow us to run scancode in a Linux Docker container on Apple silicon without using Rosetta.

rpm_inspector_rpm, fetchcode_container, and packagedcode_msitools-linux Makefiles have been updated so they can be built on aarch64 systems: aboutcode-org/scancode-plugins#48 and aarch64 builds of those packages are available on pypi

FYI, Fedora resolved this downstream. If you install Fedora on aarch64. You can:

sudo dnf install scancode-toolkit
scancode ....

and it works.
