Scancode doesn't detect correct licenses

Describe the bug

ScanCode on LICENSE.txt file detects "SAX-PD" license with a score of 100 and "SAX-PD AND LGPL-2.1-or-later" license, with a score of 95, even though those are not present.

System configuration

Which version of ScanCode.io are you running? 32.2.1
Are you running the app using Docker? yes

Expected behavior
Correct licenses should be detected
