fast-scan: Apply performance improvements to code: batch 5 (from benchmark results)

This is to apply more performance improvements from benchmark results.

Here adding new licenses and new license detection rules speeds up license detection quite a bit. We are tracking this in sub issues.

There is a large number of these so I am splitting this in:
