Missing mapbox in license detection

SCTK has the following license detections: boost-1.0, mit, curl, (mit and object-form-exception-to-mit), bsd-new, bsd-simplified, and apache-2.0, as noted in this license notice: https://raw.githubusercontent.com/mapbox/mapbox-common-ios/refs/tags/v23.10.1/LICENSE.md .
However, I believe it’s missing the mapbox-tos-2021 license

I think we have to add a new license for mapbox. Also this available in LicenseDB.

The mapbox-tos-2021 notice appears above line 19, while the first license detected by SCTK in the file starts at line 25.
