Update Rules for LicenseRef-scancode-vince (CERTCC)

It is very similar to the vince license:

It was kindly updated and clarified by @sei-renae and @ahouseholder following this upstream issue:

• The license of the documentation is impractical for any use in any open source software, and other license issues CERTCC/SSVC#550
• now merged with Update copyright & licensing statements CERTCC/SSVC#758

In other words, this is a notice, not a license. There should be a Rule that points this text to LicenseRef-scancode-vince
