So it looks like this is just the Functional Source License (FSL)

new license LicenseRef-scancode-os4d-1.1-apache-2.0 created in DejaCode enterprise and public. Proprietary Free, with non-compete restrictions and limited permitted purposes. Legal review recommended. The license permits continued usage of 5-year-old software assets under Apache 2.0.

@AyanSinhaMahapatra please synchronize when you have time, thanks. Also please note the various references in the text to Apache 2.0 will require strict license detection rules, because this license is definitely not an Apache 2.0 variant and is not open source.

Since they renamed it, it does not hurt to have it, does it? Or do you reckon we should only track that as rules?

I have no idea. What do you normally do? I guess that it doesn't hurt, but there is duplication.

There are some minor differences, so maybe a new license as added by @DennisClark is fine.
