This needs a false-positive rule and also https://github.com/aboutcode-org/scancode-toolkit/blob/develop/src/licensedcode/data/rules/license-intro_8.RULE probably needs to be a license clue (we now treat clues similarly like license intros in terms of match aggregation, but license clues if present alone, are not considered as detections, but clues so it does not reflect in the license expresion).

I would like to work on this issue and here's how I am going to approach it :

• Convert license-intro_8.RULE into a license clue (remove license_expression so it no longer triggers detection)
• Add a false-positive rule for the intro in numpy/multiarray/dragon4.c
• Add a regression test ensuring no license detection is triggered
• Run the full test suite and update rule checks as needed
