Align the licensedb UI and UX with SCIO/VCIO (e.g., using Bulma)

It would be great to improve and align the licensedb UI and UX with SCIO/VCIO (e.g., using Bulma). There are also some bugs and pending UI improvements.

I’ve identified and am working on the outdated SCANCODE_DATA_BASE_URL in
src/scancode/api.py (the link still points to the legacy nexB org).

I’ll open a small PR shortly to update it to the current aboutcode-org path.

After that, I’d be happy to help with:

• reviewing/closing stale PRs in scancode-licensedb
• picking up small UI/UX fixes before any larger Bulma migration
