BSD-2-Clause incorrectly detected as BSD-3-Clause AND BSD-2-Clause

Description

When OSS package https://github.com/terser/terser/tree/v5.44.0 was scanned with Scancode, the scanner incorrectly identify the detected license as 'BSD-3-Clause AND BSD-2-Clause'.

How To Reproduce

Run scancode scan on https://github.com/terser/terser/tree/v5.44.0

scancode -clpeui -n 2 --json-pp

Hi, I’d like to look into this issue and try to reproduce the license detection problem locally. Please let me know if that’s okay.

I tested this on the current develop branch by cloning terser at tag v5.44.0 and running ScanCode locally.
The detected license expression is now BSD-2-Clause only.
I’m unable to reproduce the original BSD-3-Clause AND BSD-2-Clause result.
Looks fixed in current versions.
