As detailed in #4948 the rule https://github.com/aboutcode-org/scancode-toolkit/blob/develop/src/licensedcode/data/rules/gpl-2.0-plus_239.RULE has a file reference but the sequence matcher sometimes gets it wrong and suggests this rule, even if there is no reference to a file at all.
I would suggest to tighten the rule by making copying or the file copying a required phrase.
