Summary of changes

• Added bsd-simplified_344.RULE and bsd-simplified_345.RULE to accurately detect Simplified BSD License referencing LICENSE.txt.
• Prevents bsd-new_1424.RULE from creating an overlapping partial match on BSD License](LICENSE.txt).
• Eliminates the false positive bsd-simplified AND bsd-new reported in scancode detects "Simplified BSD License" as "BSD-3-Clause AND BSD-2-Clause" in version 32.5.0 vs BSD-2-Clause in version 32.3.3 #5299.
