Refine pipeline choices in "Add pipeline" modal from project context

Following #1041

Regardless of the state of the current Project pipeline runs:

• If not pipeline assigned: present everything but add-on pipelines
• If at least 1 pipeline is assigned: present add-on pipelines and assigned pipelines (useful for potential re-runs in debug mode).
