Create a PURL ScanCode API endpoint that accepts a PURL and return scancode results

We should create a PURL ScanCode API endpoint that accepts a PURL input and return live scancode results for the corresponding package(s). This would need to be backed by SCIO pipelines an API calls.

Alternatively we could make this asynchronous as a ScanCode may take a long time and it does not make sense to have a blocking call in these cases.
