Basic syntax validation of CycloneDX SBOM content

Deliverable: Validate that SBOMs are using the correct schema and passing the schema validation for CycloneDX in JSON format version 1.4 to 1.6.

We have existing basic code in ScanCode.io that will be extracted as a library.
