Enhance deploy_to_devel pipeline to analyze a WAR-based Java app and supporting JSPs

The specifics of a WAR are that we typically have:

• some lib or similar directory that contains JARs
• some plain Java classes (typically under WEB-INF dir)
• because this is for some web app, we often have JSP (possibly complied ahead-of-time to Java and .class) and JavaScript (possibly transpiled from TypeScript, webpacked and/or minified, sometimes with a companion .js.map), CSS, images, fonts, and other web-related files.

We are handling JavaScript separately:

• Create a pipeline to analyze a JavaScript/TypeScript-based app, including webpacked JS #650
  there is not much special here beyond JSPs
