New users can connect a provider and choose repositories while their Codebase Agreement is prepared in the background. Previously, the entire licensing page stayed on a spinner until agreement generation completed. The change applies to both personal and enterprise workspaces.
Document the “Preparing agreement…” status: signing becomes available once the document is ready; payout setup waits for an agreement record. Agreement loading or preparation failures show an in-page “Try again” action. Repository analysis and the requirement to sign before code is delivered to buyers keep their existing behavior.
Add a changelog entry for faster first-time code licensing setup. In a controlled browser test with identical simulated API delays, repository setup appeared in a median 0.50 seconds versus 3.16 seconds (about 84% sooner). These are app-render timings after route code is loaded, not production load-time guarantees.
Released to production in merge commit e88dc07b1e121f31bc107f6e657b26e91fe52dbb via deploy-web run 34190929889. The actual Deploy predev-web step succeeded. Both https://pre.dev/version.json and the direct Cloudflare Worker version endpoint served that exact commit. All four PR CI jobs passed. The public licensing entry was checked after deployment and its Individual choice opened signup with a redirect back to /projects/code-licensing.
