Fixes #1519.

Problem

Daily Upstream Sync (OpenCode) died in "Set up job" on every recent run (41629732319, 41797627927, 41824863958): the runner's action-download staging for the remote actions developing-today/code/.github/actions/pm-dispatch-start@main and pm-dispatch-queue@main fails with Could not find file '.../_staging/code-<sha>/archive', so no step ever ran. This is the anomalyco#4742 defect class; developing-today/code#5332 covers the code-repo consumers only — this workflow is the opencode consumer.

Fix

Mirror the proven .pm-central pattern (developing-today/code's pm-dispatch-smoke / pm-scheduled, PR anomalyco#5331):

• Check developing-today/code@main out to .pm-central with plain actions/checkout (no action-repository download/staging).
• Load both pm-dispatch actions from ./.pm-central/.github/actions/....

Verification

• YAML parses (yq).
• No uses: developing-today/code/.github/actions/...@main references remain in this workflow.
• Post-merge: a dispatched Daily Upstream Sync run must get past "Set up job" / action loading (the sync session itself is the workflow's payload; CI-on-main is the test per the queue packet).
