Update devfile/registry-operator Go modules to use Go 1.24.

- Update go version under openshift/release, see Update devfile registry to use go 1.21 and OpenShift 4.15 openshift/release#53126
- Update Go tag under README

None of the SDK versions yet support Go 1.23. Suggest updating to Go 1.22 first: #1694
