Drop the Pocket paired-browser design from the specs - #1539

Stage 2 of #331 was built in #1528 and dropped: #1527 covers the lost phone by revoking a removed passkey's pairings on every computer, and what is left, cutting off one browser while keeping its passkey, Settings does on that computer. Keeping the design under Future would invite building it, and its Reserved line would still constrain revoke. The rationale keeps one line of why, and #1528 keeps the code. Stage 2 of #331 was built in #1528 and dropped by the maintainer: #1527 covers the lost phone by revoking a removed passkey's pairings on every computer, and what is left, cutting off one browser while keeping its passkey, Settings does on that computer.
