LA: align empty-mailbox authority test #145

Part of #84; saved test 2d6a6cf9 selected by the current operator request.
Runtime may poll an empty Services mailbox; signed requests from accepted contacts own outbound authority.
Base and PR target: develop, approved by Anders under the weekly task rules; fetched base 938a5926d920d5e3ef7a3260b1a375bf40be955c.
The base already contains the exact-offer Inbox copy assertion and credential-free provider Init assertion. Keep those accepted tests.
Done means: the empty-mailbox assertion permits only the four polling operations; current signature/contact/revocation checks pass; all basic gates and independent authority review pass; the task PR is reviewed and merged.
This task changes test assertions only. Accepted installed product journeys remain the input for their owning feature issues.
Next: cherry-pick the remaining assertion, run the focused tests, and open a small draft PR.

The saved test pick is now limited to the remaining empty-mailbox assertion on approved base
ea670e27.The base's accepted Inbox and credential-free Init assertions resolve the two cherry-pick conflicts; both tests stay intact.
The new assertion permits only ticket lookup and gossip polling, then releases the test lock before contact/signature/revocation checks.
Next: run the focused mailbox test and basic gates; the task stays open for review and merge.

PR #146 at cce5bf9 has all eight required CI checks passing. The focused Home authority test and independent security review passed; Irzhy's requested review remains pending before integration.
