Description
The branch owners should give each legacy review ref a clear retained role or an approved retirement decision. #122 already owns the old PR decisions. This issue adds the exact published ref and history decisions, so PR closure and branch retirement remain separately verified.
Snapshot: 8 October 2026, 17:09 UTC. GitHub listed 131 published branches and 21 open PRs. The audit checked exact commit ancestry and tree objects. develop was d430a133; main was 57eb7798.
This issue covers published GitHub refs. Existing product issues retain their implementation and acceptance work. Branch retirement requires the owner's agreement under AGENTS.md. Recheck the live head before acting on a row.

The recent closures of #17 and #26 resolve their PR-close requests. Their branches still have original history outside develop. The #17 owner explicitly retained its original commit on its branch. Closing either PR supplies no new branch deletion agreement.
For each decision, record the live head, tree, branch owner, related issue or PR, and reason. Retained refs need a review or cleanup condition. Retirement needs owner agreement and an exact protecting GitHub ref, or an explicit decision to release unique history. A matching tree or adopted patch alone does not preserve the original commit history.
Completion criteria:
- Record each original owner's decision for all seven refs.
- Keep feat(model-provider): offers/runs contract, openai_compat + h3_video adapters (stacked on collaboration-candidate) #17's stated history retention until Sasha approves a different disposition.
- Resolve dKMS/dDRM foundation on the ESP substrate (inspired from flint-5.0) #15/feat(logger): port elastos-logger crate from PR #15 #25/Fix/0.7.1 security #76 PR decisions in Project #3: one status per piece of work #122 and link the resulting evidence here.
- Retain both old target refs until their remaining open PR relationships are settled.
- For each proposed retirement, preserve exact unique history in an intentional GitHub ref or record the owner's explicit waiver.
- Complete approved ref retirements, or record a retained purpose, owner, and review condition for each exception.
Research or product work that remains useful belongs in its existing owning issue. #42/#91 own protected-content work from #15; #84 owns the current model work; #93/#130 retain game acceptance.
The full published audit covers 131 refs, with each ref listed in one group: #300 (73 integrated refs), #301 (7 legacy review refs), #302 (14 superseded candidates), #303 (9 research refs), #304 (28 canonical, active and context refs).
