System-wide app install option

I believe it could be useful for there to be an option to install an system-wide. A case where this would be useful is installing something like LibreOffice for all users, rather than having to do it individually. Obviously this would need a password prompt or warning. However, I understand there may be a good reason this has been omitted.

Oops, we'd talked about this but apparently never filed it. I think we could do a segmented button with a drop-down arrow and a menu to choose user installation or system-wide. @danrabbit you'd prototyped something like that for Screenshot timeout if I recall.
