Add support for a scatter object #470

Such an object, when passed to args or kwargs of apply, would tell apply to send one object in the wrapped sequence to each engine (rather than "broadcasting" the entire sequence to every engine).

    For example:

    def something_local(comm, dim_data, init_value):
        local_distribution = Distribution(comm=comm, dim_data=dim_data)
        la = LocalArray(local_distribution)
        la.fill(20)
        return proxyize(la)
    
    ddpr = dist.get_dim_data_per_rank() # associated with targets in-order.
    init_value = dict(zip(targets, range(len(ddpr))) # associate a value with each target.
    
    result = ctx.apply(something_local, (comm_proxy, scatter(ddpr), scatter(init_value)))
