[DOCS] HISTORY.md — changelog back to 0.1.0 #22

Purpose

The repo has no HISTORY.md, which every project must carry (global conventions). Backfill it from the git history.

Scope

New HISTORY.md (newest first, one section per version, issue/PR numbers).

Out of Scope

Code changes, version bump.

• One section per released version 0.1.0 → 0.4.0, newest first
• Each entry names its issue/PR
• No internal hostnames
