When an ordered publish fails, some of the failures may not propagate properly #365
Description
When a publish fails with an ordering key, all publishes that are outstanding should be canceled. However, only the batches that have been closed are failed. The single batch that may still be waiting to be filled will not be canceled, which means those publishes will proceed and messages could be delivered out of order.
