Install locked Wordcell for fast repository KB searches

Repository KB searches now use Wordcell 0.22.0 installed with the locked development dependencies, removing Bunx package installation from the first query. The existing runtime @hraness/kb dependency and SDK consumers retain their versions and behavior.

kb:search retrieves exact local candidates and reranks at most 25 through TypeSafe; kb:search:local stays local. Setup and agent guidance explain the local executable, transmitted fields, credential storage, and diagnostic receipts.

Validation:

• Frozen Bun install and the complete check:package build and clean-consumer smoke passed.
• First local search passed with OS-enforced network denial in 2.64 seconds, an empty Bun cache, literal argument forwarding, no package runner, and unchanged KB bytes.
• The manifest grows by exactly 278 bytes. npm pack measured 22,802,246 unpacked bytes and 575 files; the unpacked ceiling retains the existing 65-byte allowance. File-count and compressed limits are unchanged.
• The branch includes current main through a non-force merge. Complete current-candidate Required CI and independent review govern merge.
